California licenses manufactured-home dealers and salespeople through the Department of Housing and Community Development, not through CSLB and not through DMV. Before you send a deposit, confirm whether the person taking your money needs that license, then verify it at the regulator’s desk.
Know which license applies to which person
A contractor’s license (CSLB) covers certain construction trades. It does not replace HCD occupational licensing for manufactured-home dealers and salespeople. A real-estate license does not either. Ask the seller, in writing, which license they hold for this transaction.
HCD publishes occupational licensing information at HCD occupational licensing. That page is the public desk. We cite it as a destination. We do not republish application steps, qualification lists, or lookup tricks. Those details are not in our verified claims ledger.
Health and Safety Code sections 18007 and 18008 define manufactured homes and mobilehomes. They do not, by themselves, tell you how to apply for a dealer license. Do not treat a data plate as a dealer credential.
Owner-selling-their-own-home is a different file from a person who is in the business of selling homes. If the seller is acting as a dealer, the HCD license is the question. If the seller is the registered owner of this one home, the title packet is the question. Do not let a classified ad blur those two.
Land & Home SD is a referral service. We do not hold a dealer license, we do not sell homes, and we do not install. We match you with licensed independent local professionals. You contract and pay those professionals directly.
Verify the name against this home, this park, and this quote
A license number on a business card is not enough. Ask for:
- The exact licensed business name
- The salesperson name who will sign
- How that name appears on the purchase document
- The address of the home or the sales location
- Whether a park, a private lot, or a sales center is involved
Then use HCD’s occupational licensing page as the place to verify. If the names do not match, stop. A dba, a partner lot, or a “we work with a licensed dealer” story is a reason to pause, not a reason to wire money.
For a new manufactured home, Health and Safety Code section 18035 requires the original manufacturer’s certificate of origin to go into escrow. For a used home, escrow needs the current registration card, junior-lienholder copies, and the certificate of title. A licensed dealer still has to put that paper into escrow. A license does not replace title.
Park management can tell you whether that dealer is allowed to work in that community. That is a park rule, not an HCD license. Ask both.
If the product is factory-built housing (modular), the onsite assembly may also involve a contractor. Ask which license covers the plant sale and which license covers the set. Modular first-tour checks live at modular homes in San Diego.
Do not invent application rules, and do not skip the check
We cannot publish how to apply for an HCD dealer license, what the fees are, or how long approval takes. Those requirements were not verified from primary sources we could stand on. Unlicensed dealer activity is a real enforcement subject under the Health and Safety Code. We will not invent penalty amounts.
What you can do as a buyer is refuse a file that cannot show a current license when a dealer license is required. Put that refusal in writing. Keep the listing, the quote, and the names.
Quotes should name the unit, the seller, and the period the quote covers. Our new-home quote checklist covers line items. This page covers who is allowed to issue the quote.
HUD Title I and other loan paths still need a home that can transfer. A lender will not repair an unlicensed sale. Financing questions sit on manufactured home financing and HUD manufactured-home loan questions.
The buying process is the service path once the seller’s license is settled.
Call before the deposit, not after the mismatch
If a seller pressures you to pay before you can verify the license, that is the signal. Call (858) 400-4608. We will walk the names with you and connect you with a licensed independent local professional. We do not run HCD’s licensing desk, and we do not certify a dealer. The regulator does.
