Julian is backcountry, not a valley-floor park town. A listing can say Julian and still sit toward Wynola, Santa Ysabel, or farther down toward Ramona. Pin the parcel, the well and septic file, and the truck path before you tour mobile homes for sale in Julian, CA.
Confirm the pin is Julian, not a nearby mountain label
Julian is an unincorporated community in San Diego County’s backcountry. It sits in the mountains east of Ramona, north of I-8 Alpine country, along the State Route 78 and 79 corridor. Mail that says Julian does not always mean a walkable town-core lot.
Ramona is a different unincorporated community at a lower elevation, with a different commute and a different mix of parks and acreage. Alpine sits on the I-8 foothill belt. Those two already have buyer pages. This page is the mountain-east stop: Cuyamaca-grade access, wells, septic, and County jurisdiction. Do not treat Alpine buyer checks or Ramona verification as a name swap for Julian.
Julian parcels are typically in County jurisdiction. San Diego County Planning & Development Services is the office to ask about zoning and placement. El Cajon is an incorporated city. Its building department does not sign off on a Julian mountain lot.
Bring the assessor parcel number. Ask which agency holds building authority. Ask whether the pin is in a mapped community, on private acreage, or in a park. Our Julian city page is the directory entry. This article is the mountain checklist.
Expect well, septic, and a hard access question
Many Julian lots sit off municipal sewer and city water. That is the default assumption until the seller produces current well and septic records for this pin. We could not confirm a countywide well fee, tank size, or setback from a primary source that belongs here. Do not invent one. Walk the papers with rural well and septic checks.
Access is its own Julian issue. State routes climb, bend, and narrow. Winter weather in the mountains is not coastal weather. A multi-section home still has to reach the pad. Confirm truck path, overhead lines, driveway grade, and turnaround with the licensed dealer or installer who would move the home. County PDS can tell you what it reviews. It cannot drive the truck. See delivery and road access.
Fire, brush, and insurance maps are not in our verified claims ledger. We will not publish clearance distances or premium guesses. Ask County PDS what the parcel’s current land-use file shows. Ask an insurer what they will write on this address. Get both in writing for this pin, not for “the mountains” as a blob.
Park spaces in Julian country, if a listing is actually a park, still need the legal community name, space number, and current space agreement. Photos of pines are not a lease.
Use County PDS 103 on County lots only
County PDS 103, revision 09/18/2025, covers eligible manufactured homes on private lots in County jurisdiction. Eligibility includes qualifying mobilehomes built September 15, 1971 through June 14, 1976, and manufactured homes built from June 15, 1976, with the stated approval or certification. Roof-pitch and eave rules have exceptions and Director-waiver language. Do not read roof pitch as a snow-load rating. Do not apply this bulletin to an incorporated city lot.
California Health and Safety Code section 18007 defines a manufactured home (on or after June 15, 1976). Section 18008 defines a mobilehome (before that date). Factory-built housing is section 19971. Post-1976 manufactured homes must meet the federal HUD Code.
Permanent-foundation work follows Health and Safety Code section 18551: building permit before installation as a permanent fixture, ownership or qualifying lease evidence, lien status or lienholder consent, approved foundation plans, manufacturer installation instructions, and the statutory fee per transportable section. Confirm the live fee with the issuing agency. Land & Home SD does not install, grade, or pull permits. The licensed independent local professional you are matched with does the licensed work.
Title and financing follow the mountain file
Title and registration run through HCD, not DMV. Use HCD manufactured and mobilehomes and registration and titling. For a used home, Health and Safety Code section 18035 requires the current registration card, junior-lienholder copies, and the certificate of title in escrow. Serials must match the home.
HUD Title I can finance a unit, a lot, or both, including a leased lot when HUD’s published lease conditions are met. A lender that books coastal park homes may still decline a Julian well-and-septic parcel. Ask in writing. Do not treat Title I as a lock.
If the plan is acreage, start with home on private land. If you are shopping existing inventory, start with manufactured homes for sale and tell the licensed dealer the pin is a Julian mountain lot.
Call (858) 400-4608 before you treat a Ramona park listing as a Julian mountain file, and before you write an offer on a well you have not seen records for. We will walk the papers with you and connect you with a licensed local dealer or installer. You contract and pay that professional directly.
