A search for a VA loan on a manufactured home in California often lands on HUD Title I articles, FHA pages, and national blogs that quote down-payment percents from memory. Those are different programs. We will not invent VA rules. Confirm with a VA lender whether this home, this land, and this borrower even fit.
Separate VA from HUD Code and from HUD Title I
HUD, in manufactured-home talk, means two different things. One is the federal construction code. The other is a loan program (Title I). VA is a third path. Mixing them is how a file dies after the deposit.
California Health and Safety Code section 18007 defines a manufactured home as a structure built on or after June 15, 1976, on a permanent chassis, and designed as a single-family dwelling. Section 18008 defines a mobilehome as the pre-June 15, 1976 version. Post-1976 manufactured homes must meet the federal HUD Code. Pre-1976 mobilehomes are not HUD Code homes. Factory-built housing (modular) is section 19971, not the HUD-code manufactured-home category.
So “is this a HUD home” is a construction question. It is not a promise that a VA loan, a Title I loan, or any other program will fund.
HUD Title I can finance a manufactured home unit, a lot, or both. HUD states the home may be classified as personal property or as real estate, and that borrowers may lease the lot, including a site in a manufactured home community, with a required initial lease term of three years and at least 180 days’ advance written notice if the lease will be terminated. That Title I fact is in our verified ledger. It is not a VA fact.
VA program rules, occupancy tests, funding fees, and manufactured-home overlays are not in that ledger. A HUD lending page we needed for FHA/VA detail was not available when the claims file was built. We will not quote a down-payment percent, a credit cutoff, or a 2026 VA circular from memory. Ask a VA-approved lender for the figure that applies to this file this week. The Department of Veterans Affairs publishes program information at va.gov. We cite that site as a destination, not as a source for a number we did not verify.
Our HUD manufactured-home loan questions page covers Title I and the construction-versus-loan split. This page exists so a VA searcher is not sent down that Title I path by default.
Land & Home SD does not make loans, certify veterans, or underwrite files. We explain the questions, then connect you with licensed independent local professionals.
Match the home’s title and land to whatever program the lender will use
The loan follows the paperwork. Title and registration for manufactured homes in California run through HCD, not DMV. Start at HCD manufactured and mobilehomes and registration and titling.
For a new home, Health and Safety Code section 18035 requires the original manufacturer’s certificate of origin to go into escrow. For a used home, escrow needs the current registration card, junior-lienholder copies, and the certificate of title. Serials on the paper have to match the home.
HCD consumer guidance says a manufactured home installed on a foundation system is no longer registered by HCD. Canceling registration does not prove a VA lender will treat the home as real estate. Ask the lender and the title company to read this file.
Land status is the other half. A space in an Oceanside or El Cajon park is not a private lot in Lakeside or unincorporated East County. Some lenders will not fund park homes. Some will not fund well-and-septic parcels. That overlay is the lender’s, not a statute we can quote. Unincorporated lots need their own jurisdiction check: unincorporated lot checks. County PDS 103 is a County manufactured-home placement bulletin, not a VA rule.
If the buyer is shopping near Camp Pendleton, separate on-base housing from civilian inventory first. See Camp Pendleton civilian checks. On-base assignment is not a VA purchase of a park home.
Build one folder, then ask the VA lender the same questions
Do not rebuild a packet for each call. Put in the folder:
Photos of every factory label or data plate. Section identifiers if it is multi-section. Current HCD title or foundation-conversion paper. Land deed or park lease. Seller name as it appears on title. Your ID and the income papers the lender names in writing.
Then ask each VA lender, in writing:
- Do you make VA loans on this manufactured home, in this park or on this parcel, this week?
- Do you treat this home as personal property or as real estate on this site?
- If the lot is leased, what lease language do you require?
- If VA will not fit, which other program would you even consider (Title I, another product, or none)?
We do not publish rates. Advertised site-built VA rates in Carmel Valley are not a rate for a 1990s park home in Escondido. Compare conditions, not a billboard.
Dealer licensing still matters. Manufactured-home dealers are licensed by HCD. Check HCD occupational licensing. See dealer license checks.
The service path is manufactured home financing. California loan-type mapping also lives on how to finance a manufactured home in California.
Call before you treat a VA flyer as an approval
If a listing says “VA welcome” and the lender has not seen the title, that is advertising. Call (858) 400-4608. We will help you see whether this is a VA conversation, a Title I conversation, or neither, then connect you with a licensed local professional. We do not approve VA loans. The lender and VA do.
