A two-story modular home is not a stacked HUD double-wide. California treats modular homes as factory-built housing. Height, setbacks, and onsite assembly follow the local building department, not the HUD-code section-width conversation.

Two-story factory-built home on a dry inland San Diego County lot

Separate two-story factory-built from HUD-code sections

California Health and Safety Code section 19971 defines factory-built housing: a residential building or component wholly or substantially manufactured offsite, then wholly or partly assembled onsite under California building standards. The statute excludes mobilehomes, recreational vehicles, and commercial modulars.

A manufactured home under section 18007 is built on or after June 15, 1976, on a permanent chassis, and designed as a single-family dwelling. A mobilehome under section 18008 is the pre-June 15, 1976 version. Post-1976 manufactured homes must meet the federal HUD Code. Multi-section HUD homes (single-wide, double-wide, triple-wide) are still one-story products in the usual San Diego park file. Width is not height.

Our single-wide versus double-wide article covers section width. This page covers two-story factory-built housing. Do not shop those files as substitutes.

Ask the builder or dealer to show the insignia or plant documentation for the two-story plan. Photograph it. If the unit is actually a HUD-code manufactured home, stop using modular language.

Land & Home SD does not manufacture, crane, or assemble homes. We connect you with licensed independent local professionals. You contract and pay those professionals directly.

Check whether this lot can take two stories

Height and setback rules are local. We do not publish a countywide height limit, because we do not have a verified one that applies to every pin. Ask the agency that holds building authority for this parcel.

Incorporated cities (San Diego, Chula Vista, Oceanside, Vista, El Cajon, and the rest of the 67) run their own counters. Unincorporated land uses San Diego County Planning & Development Services. County PDS 103 covers eligible manufactured homes on private lots in County jurisdiction. It is not a two-story modular code. Do not apply it as one.

A display model in a sales center does not prove the buyer’s lot will accept that height. Ask about:

  • Maximum height and story count for this zone
  • Setbacks and lot coverage
  • Fire access and any local two-story conditions
  • Whether a homeowners’ association or park (if applicable) allows two stories at all
  • Crane, staging, and road access for stacked modules

Delivery and set for two-story modules is a licensed-installer question. Get a written site review for this pin. See modular delivery and site readiness. First-tour product checks live at modular homes in San Diego.

Coastal lots, inland valleys, and backcountry parcels do not share a wind or fire story. We will not invent those ratings. Ask the local department and the licensed professional who would stamp the set.

Put plant work, onsite work, and warranty in one scope

A two-story modular file has more onsite assembly than a single-story HUD set. The written scope should name:

  • Legal category: factory-built housing
  • Plant, model, and module count
  • What the price covers: structure, transport, crane or set, foundation, stairs, weather barrier, utilities, permits
  • Who inspects plant work versus onsite assembly
  • Who pulls which permit, in which jurisdiction
  • The warranty documents that ship with this plan

We do not publish prices, crane fees, or build calendars. If a number is not in the scope, it is not part of the deal. Contracts are covered in modular home contracts. Inspection coordination is covered in modular inspections.

Financing a factory-built home is not automatically a HUD Title I manufactured-home loan. Title I is a manufactured-home path (unit, lot, or both, with HUD’s published lease conditions when the lot is leased). Ask a lender which program they would use on this two-story factory-built file. See modular home financing.

Dealers in the manufactured-home trade are HCD-licensed. Onsite assembly may also need a contractor license. Ask which license covers which task. Verify manufactured-home dealers at HCD occupational licensing.

Do not buy a two-story brochure for a one-story lot

If the lot, the zone, or the access cannot take two stories, the plan is the wrong product. Call (858) 400-4608 before you treat a two-story rendering as a permit. We will walk the lot questions with you and connect you with a licensed local professional. We do not design the home, and we do not stamp the set. The modular and prefab service is the starting path.
