A listing tagged Spring Valley can sit on a La Presa parcel, a Casa de Oro hillside, or a city lot in La Mesa or Lemon Grove. You need an offer file, not a saved-search pile. Confirm the legal address, split the home from the park or the land, and put every current amount in writing before you bid.

Manufactured home in Spring Valley with inland hills and a patio checklist

Confirm whether the address is in Spring Valley

Spring Valley is an unincorporated community in San Diego County. It is not a city. Mail, listing headlines, and the legal parcel often disagree. That split decides who reviews a private-lot placement and which park documents you need.

To the west you reach La Mesa. To the southwest you reach Lemon Grove. Both are incorporated cities with their own building desks. South of the community, La Presa is a separate unincorporated place. Toward the hills, Casa de Oro and Mount Helix sit in the same county fabric with different streets and lot patterns. Treat each name as its own map, even when the drive is short.

Start with the assessor parcel number. Ask the seller or the dealer for the APN and the legal address, in writing. Then look the parcel up and ask San Diego County Planning & Development Services which agency has jurisdiction. If the lot is unincorporated county land, County PDS is the planning and permit desk. County PDS 103 covers eligible manufactured homes on private lots in County jurisdiction. That packet is a County document. A lot inside La Mesa or Lemon Grove runs through that city’s process.

Park spaces need the same geography check. The park sits on a real parcel. Age limits, occupancy, pets, and the space agreement come from the park. California’s Mobilehome Residency Law is Civil Code Chapter 2.5, starting at section 798. It covers park residency. It does not cover a manufactured home on private land. Read the current park documents. Ask the manager to confirm the space number and any resident-approval steps in writing.

Title status is a separate line in the file. California HCD handles registration and titling for manufactured homes that remain personal property. HCD’s registration and titling pages are the consumer starting point. If a home is installed on a foundation system, HCD’s current guidance is that it is no longer registered by HCD. Follow that guidance to cancel registration and confirm the individual property record was completed. Record status is not a lender approval.

Land & Home SD is a referral service. Dealers and sellers offer the homes. We help you sort jurisdiction and title questions, then connect you with licensed independent manufactured-home professionals.

Separate home price from park or land costs

The advertised number is the home, a package, or a teaser. Your offer has to name the pieces. For mobile homes for sale in Spring Valley, keep three columns: home, site, and carrying costs.

If the home sits in a park, the seller prices the unit. The park sets space rent and the fees that ride with it. Those amounts change, and no verified current figure sits in our claims ledger, so none is printed here. Ask the park for a written statement of current space rent, what utilities are included, and any pass-throughs, capital charges, or required upgrades. Ask who pays the space through close. If the park will not put a number on paper, leave that line blank and pause.

If the home sits on private land, separate the structure from the dirt. A land-and-home package still has two prices inside it. Site work, foundation, and utility connections are installer quotes. Permit fees come from County PDS or from the city that has the parcel. Manufactured home cost planning starts with that split. Our budget-check notes walk the same habit across San Diego County.

California Health and Safety Code section 18551 governs installation as a permanent fixture. Before that install, the owner obtains a building permit and provides proof of ownership or a long-term lease (35+ years or mutually agreed terms), evidence the home is lien-free or written lienholder consent, department-approved foundation plans, and the manufacturer’s installation instructions. The statute also lists an $11 fee per transportable section. Confirm the current fee with the enforcement agency, because the amount in statute can be adjusted. Within five business days of a certificate of occupancy, the enforcement agency records a document naming the owner of the real property and stating the home is affixed. Local agencies cannot require a permanent-foundation install for homes already on private property or in parks, with limited exceptions for park conversions. Recording can change classification, financing, and taxes. Confirm this home’s current status.

HUD Title I can finance a manufactured home, a lot, or both. HUD states the home may be classified as personal property or as real estate. Borrowers may lease the lot, including a site in a manufactured-home community, with a required initial lease term of three years and at least 180 days’ advance written notice if the lease will be terminated. That is the published structure. It is not a promise that a lender will approve your file, name a rate, or set a term.

Land & Home SD does not sell homes, set charges, or approve loans. The dealer, the park, the seller, and the lender each own their numbers.

Use inspection findings before you compare homes

Asking price is a starting line. Condition decides whether two listings belong in the same stack. Beds and baths do not make two Spring Valley units equal.

Under California Health and Safety Code section 18007, a manufactured home is a structure built on or after June 15, 1976, on a permanent chassis, sized to the statute, and designed as a single-family dwelling with the systems inside it. Section 18008 defines a mobilehome as the same kind of structure built before that date. Post-1976 homes must comply with the federal HUD Code. Pre-1976 mobilehomes are not under that Code. Confirm the HUD label and data plate on a newer home. Rank a pre-1976 unit as a different product.

Land & Home SD does not inspect. Hire a qualified inspector, and bring in a licensed installer when placement or foundation is part of the deal. Put findings in the file before you decide which home costs less to own.

Walk the roof, the underbelly, the floors, the windows, and the electrical panel. Inland East County heat loads a cooling system harder than a coastal park. Note whether additions look permitted. On hillside streets, check drainage and how the home sits on piers or a foundation. Repair dollars are home-specific. No market average is verified in our ledger, so none is printed here. Ask for written repair quotes. Missing quotes mean the comparison is unfinished.

For a private lot in County jurisdiction, County PDS 103 (revision 09/18/2025) describes eligibility that includes qualifying mobilehomes built September 15, 1971 through June 14, 1976 and manufactured homes built from June 15, 1976 with the specified approval. Roof-pitch and eave requirements in that packet have stated exceptions and Director-waiver provisions. Confirm the current document with the County. Those architectural rules are not a snow-load rating. They also are not La Mesa or Lemon Grove code.

California HCD has enforcement authority over dealer and salesperson licensing. You can start verification at HCD occupational licensing. The matched dealer is the licensed party. Factory warranties, if any, come from the factory. Land & Home SD gives no warranty.

Compare locations near SR 94 and SR 125

SR 94 (Campo Road) and SR 125 are the two spines most Spring Valley buyers actually drive. Two listings a short hop apart can change the commute, the noise, and the delivery path.

Homes closer to SR 94 sit on the east-west run toward downtown, Lemon Grove, and the South Bay. Some of those streets carry more traffic sound. Homes with a shorter hop to SR 125 change the drive toward La Mesa, El Cajon, and points north. Visit at morning peak and at evening peak. A quiet Sunday walk will not tell you the street.

Inland hills and older private roads affect whether a replacement home can reach the pad. Ask the installer about truck access, turning radius, setbacks, and utility runs on that parcel. Land & Home SD does not transport homes, set them, or pull permits. The installer you are matched with does that work.

Heat and wind on the inland side belong in the location score. Shade, window condition, and a working cooling system go in the offer file. So does park layout: walk to the space, guest parking, and how close the home sits to SR 94 or a feeder.

Keep the neighbor map in view. La Mesa and Lemon Grove are cities. Casa de Oro and La Presa are separate unincorporated communities that share East County climate and many of the same highways. If you are also touring El Cajon or Santee, use the same split: home, site, and street. The East County compare-before-touring notes keep that method consistent across nearby cities.

Affordable manufactured homes in Spring Valley CA still have to pass this location test. A lower asking price on a noisy feeder or a tight driveway can grow after inspection and placement quotes land.

Verify every current amount before an offer

An offer is a stack of current numbers with names on them. If a line has no source and no date, it is not ready.

Build the file in this order. Legal address, APN, and the agency with jurisdiction: County PDS or the named city. Home price from the seller or a licensed dealer, in writing. For a park home: current space rent, included utilities, fees, and any required upgrades, from the park office. For land: land price, plus any private-road or association amounts from the party that charges them.

Tax is its own line. When escrow opens on a used manufactured home subject to local property taxation, the escrow officer may request a tax clearance or conditional tax clearance certificate from the county tax collector (Health and Safety Code section 18035). Ask escrow to request it. County assessment procedures could not be confirmed from a primary source in our ledger, so they are not described here.

Title follows the same rule. For a used home still under HCD, escrow instructions include the current registration card, junior-lienholder registration copies, and the certificate of title. For a new home, the original manufacturer’s certificate of origin goes into escrow. Legal owners and junior lienholders execute a release on payment or a statement approving assumption. If the home is on a foundation, follow HCD guidance on registration cancellation and the property record.

Add inspection findings and written repair quotes. Name the permit path. Name the financing path the lender is actually using, including whether the collateral is the home, the land, or both. HUD Title I exists as a structure. Approval is the lender’s.

Dealers offer homes. Land & Home SD does not. We do not set charges, approve loans, or inspect. You contract with the professional directly. A free buyer consultation by phone or email is available if you want a second set of eyes on the file before you write the number.

If any of those lines is blank, wait. Completing the file is the offer check.
